About the Role
CFT is seeking a highly organized and strategic Program Manager to oversee our government contracting portfolio, with a dedicated focus on managing our GSA Multiple Award Schedule (MAS) vehicle. Operating out of our Newport News and Langley AFB locations, this role requires a leader who can seamlessly bridge operational project management with strict federal contract compliance. You will serve as the primary liaison between CFT, government Contracting Officers (CO), and our defense clients, ensuring that task orders are executed flawlessly, profitably, and in full compliance with GSA and DoD regulations.

Clearance Requirement: Active DoD Secret Security Clearance
GSA MAS Management & Compliance:
· Schedule Administration: Direct and oversee the lifecycle of task orders and contracts awarded under CFT’s GSA MAS vehicle, ensuring full alignment with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
· Contract Modifications: Lead the preparation, negotiation, and submission of GSA Schedule modifications, including adding or deleting Special Item Numbers (SINs), pricing updates, and administrative adjustments.
· Reporting & Auditing: Manage mandatory GSA reporting requirements, including accurate tracking of sales, timely remittance of the Industrial Funding Fee (IFF), and ensuring strict Trade Agreements Act (TAA) compliance.
· Pricing Strategy: Maintain and optimize the GSA pricelist, monitoring commercial pricing practices and ensuring the "Basis of Award" customer relationship remains compliant.
Program Management & Execution:
· Stakeholder Engagement: Serve as the primary point of contact for GSA Contracting Officers (CO), Contracting Officer's Representatives (COR), and internal CFT leadership.
· Financial & Schedule Oversight: Monitor the financial health, project schedules, and resource allocation across all supported programs to ensure deliverables are met on time and within budget.
· Business Development Support: Collaborate with the capture and proposal teams to leverage the GSA MAS vehicle for strategic growth, assisting in proposal writing, pricing strategy, and competitive analysis.
· Risk Management: Identify potential contractual or programmatic risks early and implement effective mitigation strategies.
Required Qualifications:
· Education: Bachelor’s degree in Business Administration, Management, Finance, Systems Engineering, or a related field.
· Clearance: Must possess an active Secret security clearance.
· Experience: 5–8+ years of experience in federal program management and government contracts administration.
· Technical Skills: * Proven, hands-on experience managing GSA Multiple Award Schedules (MAS), including modifications, IFF reporting, and compliance audits.
o Deep understanding of the FAR, DFARS, and federal procurement lifecycles.
o Experience managing fixed-price (FFP), time and materials (T&M), and cost-plus (CPFF) task orders.
· Work Style: Exceptional organizational, negotiation, and communication skills, with the ability to work effectively on-site with minimal telework.
Preferred Qualifications
· Project Management Professional (PMP) Certification.
· Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) through NCMA.
· Prior experience managing defense-focused engineering or IT service contracts.
